Why do I not have access to Programs in shared folders?

Is this a bug, or do I have something set up incorrectly in my workspaces? 

I have a shared folder in a content development workspace that is shared with another workspace for content deployment into Engagement programs.  The sharing seems to work (I can see the folders in the workspace I am sharing the folders into), but when I drill into the folders in the workspace that doesn't control the folder, I can't see (or use) the programs.

Is this a setup issue or a known bug with workspaces and partitions today?

We currently do not support sharing of programs.  You need to clone the program to the appropriate workspace.

Thanks.  Where is the idea related to that topic?  I would like to vote on it.  This feature would support our Global rollout tremendously.
