Why are there two 'New Person' selections in the Registration Source Type multiple value chooser?

I just noticed that the Registration Source Type has two 'New Person' selections in its multipe value chooser.  When I select one and display the Add New Value drop down, the 'New Person' selection is no longer displayed.  If I exclude all Registration Source Types including one of the two 'New Person' selections, 10 of the 28 persons whose Registration Source Type is 'New Person' are displayed.  Regardless of which 'New Person' selection I choose to exclude, the same 10 persons are displayed.  In the People tab and in the records, the Registration Source Type is displayed as 'New Person'.  Is this a bug of some sort - perhaps related to the Lead / Person label conversion?
