What does the percentage in the lead scoring settings mean?

I started focusing further on Lead scoring, right now it is configured for dynamic, but what does the presentage mean? Does it mean that the top10-15% would get 3 stars/ flames? does it mean if the total score is-85-90%+ of the total allowable points that they would get 3 stars/flames?  the latter wouldnt work if flames is set to behavioral scoring with a limitless qty of points that can reaccure.

Percentages are relative to all scores, not "allowable points".

For this reason I have score decay and score reset programs running (i.e. employees reset to 0 weekly).

In the latest release you are able to set thresholds for stars (not sure about flames) manually.
