Web personalisation - Number of visits

Hi there,

is there an option to set up a pop-up according to whether the person visits the web for the first time vs. the person was previously on the website?

I went through the setup process and the only thing that seems to be useful here is the rule: number of visits. Is that the way to set this up correctly?

Many thanks for helping me with this. It may be obvious, but I want to have this done properly.
