Web Page Activity report not filtering out ISP activity

We need to view anonymous activity for a specific paid campaign.  I'm trying to use the Web Page Activity report (using both of the anonymous options).  When selecting "Anonymous Visitors (not including ISPs), the report is exactly the same as the one including ISPs.  Both include mostly ISPs. 

I've opened a ticket with Support on this, but just wondering if others have experienced this as well?
