Visibility rules for global forms?

I'm currently exploring forms and have a few questions:

1) I see that you can set "Visibility Rules" for form fields ... is this the best way to approach dynamically displaying form fields on a global form?

2) I also see that the visibility rules limit you to using a number of Marketo fields ... are we able to pull in UTM params and use that as conditional criteria?

Um, yes? It's the built-in way. If it suits what you want then it's the best way.

2) I also see that the visibility rules limit you to using a number of Marketo fields ... are we able to pull in UTM params and use that as conditional criteria?

If a query parameter is mapped to a hidden field on the form (using Auto-Fill), as would be typical with a UTM param, then it can be used in Visibility Rules.
