Using a default program with channel operational

Currently, I have built a default program with channel as "operational"; does it imply that the email that will be triggered will also be operational?

 

in that case, should I re-build my program using Email program so that the email doesn't go to unsubscribed or blocked users?

That's what @nrwilliams is saying, it does not make all child/triggered email assets Operational.

No. The email itself has to be marked as operational (by checking the "operational email" box in Email Settings in the email editor) so you don't have to rebuild the program

    I do not want the email to be "operational" but I want to know if the channel chosen is "Operational" does that make the email operational automatically?
