Unsubscribe VS clicked link contains: unsubscribe=TRUE

The numbers I see under the Unsubscribe column in the Email Performance Report does not match the number of people that come up when I create a smartlist that says show me users who clicked on the unsubscribe link (Clicked link in email>contains: Unsubscribe=TRUE. Thoughts?

Totally different concepts. One takes you to the Unsubscribe page, the other is submitting the form on the page.
