Unable to set campaign for Facebook Lead Ad

I have schedule my Facebook Lead Ad, but cannot setup a smart campaign for it until after it goes live.  Am I doing something or is that just the way it is?  I see all other Facebook Lead Ads that are live, but not scheduled ones.
