Trigger Campaigns Not Working

The SOAP API changes some data values when a form is filled out.  I am trying to use those data values (ex. "Campaign Term") to trigger certain flows.  

I've tried two different campaigns, one "program status is changed" and the other "data value changes" ("campaign term" new value).  But neither or working.  Are there any conditions I have to be aware of for these to work?

Are the values actually changing on the lead record like they are supposed to? Have you checked? Are you replacing an existing value or populating a value in a blank field? Also are you running any additional filters?

Yes, the values are changing on the lead, but the flow is never triggered. I am trying to populate a new field (actually, tie the lead to a Salesforce campaign). I have tried additional filters, but I do not need them.
