Transition to New Engagement Stream

I created an engagement program and now would like to transition people that completed a form to a second stream. The transition rules require a trigger, so how do I ensure that people who previously filled out the form transition as well?

2 smart campaigns, one trigger and one batch for the past.
You can have the trigger built to capture everyone moving forward from today. Then, run a batch smart list for everyone who previously filled out your form in the past of todays date.
