we're trying to track Demandbase paid ad clicks in Marketo, using query string "?cid=ABC|DEF|data2024|unlock|300x600"

No, you should not include the "?".
In general, do not expect query params to be in a particular order, not should you expect there to be only a fixed set of params (others may be added by search engines and ad networks).
