tags folder in setup is empty, so how can i add new tags in marketo programs?

The answer to your previous post highlights how to manage tags
 

Just in case it was missed, you need to check whether you have tags defined Admin - Tags.

Once you have tags defined they will be displayed in the right panel when you select "Setup" tab in Programs and Events
