Tagging duplicates with one cookie tracking code

Is there/could there be a way to attribute the same cookie to a duplicate lead when the email address is the same?

Any ideas, other than merging the duplicates?

A cookie will only ever be associated with one lead, unfortunately. Althought a lead can have more than one cookie. Merging them is basically the only option.
