Suspend Marketing for Recycled Leads in SFDC

I'm trying to create a smart campaign that will suspend marketing for leads that were once contacts but have been recycled back to leads.  I tried running a test with how I have it set up currently and it doesn't appear to be working.  Below you can see a screenshot of how I've set the smart list and flow steps for the campaign.  Can anyone tell why this is not functioning correctly?

Any advice is greatly appreciated!

You should check the log for the test leads you are using.

Also, are the Contacts actually being recreated as SFDC Leads? Or are these just "Contact" Lead Status values?

Do you see these leads in SFDC with field 'Lead Status' as 'Recycled'?. Do you have workflow in SFDC defined which explicitly marks the lead status of that lead as 'Recycled'?.
This trigger 'data value changed' needs that field value to be changed to be triggered.

The Contacts are recreated as Leads with Recycled listed in the Lead Status field.
