Support static lists as an asset when programs are using the Program API

We'd love for static lists to be supported assets when a program is cloned using the Program API. We have a scenario where a shell/template program is cloned using that API and then recipients are auto added to the static list from CRM using another API call. We are currently unable to do this because of the static lists not being supported and have to use an older API call which results in a couple of undesirable things happening.
