If I have a lead in an engagement program, in Stream 1, and they meet the criteria for a transition to Stream 2, then they transition back to Stream 1, do they enter Stream 1 where they left off?

Essentially yes.
What happens is when a lead is in a stream, we send the highest ranked piece of content they haven't seen before. So, because they've gone back to stream 1, they'd see the next one they hadn't seen before.
