Static Lists and Workflow

In Workflow, are we able to make it so a if a certain list is used in an email, it would have to be approved by an administrator before the email can be sent out? And that other emails would not have to follow this workflow. So for example we create a static list and wish to apply a workflow for all email sends that touch this list but not for other sends that are either created dynamically or are different static lists.

Does anyone know if workflow be applied to just one list and nowhere else, and if so how is is set up?
