SSO on multiple instances

Does anyone have a method for connecting SSO using ADFS with multiple marketo instances? Our ADFS expert says that is does not look like there is a way to do it. Here is his comment:

Unfortunately the entityid is not specific to either region. ADFS cannot federate 2 trusts to the same entityid. Do you have a solution for us to federate both regions?

Marketo support has not been useful for finding a solution. Has anyone else?

I did not have an issue with Okta and our sandbox.

In Okta, you can label the different instances, however, I haven't fully tested the issue where Marketo only likes having one email address per instance and if that would cause a fail to login if you tried to create a person across instances with the same email address.
