Smart list of non-cookied names?

Is there a way to create a smart list of email addresses in Marketo that are not cookied?

you could try to do a smart list of people who have Not Visited Any Web Page and have an Email Address.

I like Josh's solution. I would add that for this to work you have to have the Munchkin tracking code set up on your website.
