Send to Leads Who Reached Communication Limits

Quick question to make sure my thinking is correct:

We want to send an email to leads who did not receive an email during the first send due to hitting their communication limits.  Is the best filter to use for this:

1. Not Was Sent Email

or

2. Not Was Delivered Email

I was planning on using "not was delivered email."

Not was sent would be more accurate since not was delivered will include people who were sent the email the first time. Or you could copy over your initial smart list and remove those who were delivered the email if you want to resend the email to the list again.

Ensure that you have "override communication limits" checked for the smart campaign.
