Send engagement program emails on individual time and date

Instead of sending emails on a specific time and date, we would like to be able to send emails on the time and day of the week the lead has been created. And/or on the time and say of week they last filled out a form. This would mean every lead would get their emails on nthe day of the week and time they are most likely to convert.
