Send email program at different intervals

Hello,

My client sends 5 email programs per month to different segments of their database (teachers) nationwide.

This month the teachers have school holidays, but on different days depending on the State they are in.

What would be the most efficient way to set up the 5 emails for a send at 3 different intervals, without creating 15 campaigns?

Are the holidays during a spring break so that would cover the whole week or will they all be available on Wednesdays let's say?

It's hard to say exactly without seeing all the constraints, but I would use a combination of wait steps must end on a specific day and a series of request campaign flows to shuttle people to different send days and times.  You would just daisy chain a few campaigns together.
