send email only to those not registered on a list

We have sent an invite to register campaign email to an entire list
155 members of the list have now registered
How do I configure the Smart List to send a reminder email to only those on the list that have not registered yet. Is this right:

Question should be moved to Products​... I (or someone else) will respond over there. There's a Move link at the right.

Your SL describes the desired set of people accurately,* but this is really a better place for Program Statuses.

* Though it won't account for canceled registrations, if any.

So this SL is good, but I should apply 'was not to engagement program' instead?

Unfortunately there is no means to cancel registration

That would only apply if you're using EPs in the first place.

As with most tasks in Marketo, there can be multiple ways, both simple and complex, to manage webinars. Your way is firmly on the basic side, but within that approach you'll be getting the right people.
