Segmentation count glitch

Happened multiple times today

I created segmentation and scanned whether it catches the right people.

When the segmentation is still in draft, it catches 2 person that is supposed to be in the filter

But when I approve it, all two of them are gone.

Afterward I delete this segmentation and create new sets with same rule.

Same thing happen.

There are two in draft, but none when approved.

Anyone had this experience before? Is this a commonly recurring thing?
