I'm trying to understand what a Sales Insights "license" entails. I've found previous discussions saying a license is only needed for the email plugin, not for viewing activity on the record, but they are all older:

Trying to understand if 1) this is still true, that you only need a license for the email plugin and that anyone without one can still view activity and 2) how do you disable just the plugin part of the permission set?

Never heard that you don't pay for the MSI SFDC widget (i.e. the IFRAME that appears in the SFDC UI).

I think what those posts are alluding to is that you don't need to enter a unique user-specific license key to present the MSI widget on a given user's SFDC layout. But you do need to pay Adobe for each user that accesses the widget.
