RTP Footer or Header Widget/Dialog Campaign

Is it possible to create a bar that stays at either the top or bottom of your screen using RTP? I tried with both a widget and dialog campaign, but they're rough workarounds and don't have a clean display.

We currently use other software to manage these footer and header bars, but it would be great to take advantage of our known lead data with RTP.

Does anyone have experience with this?
