RTP - Exclude Target URLs in Campaigns

Currently, the functionality does not exist to exclude URLs from a RTP campaign.  You can only exclude URLs when building segments, but this will increase the number of segments you need to manage and will increase your workload and the complexity of your RTP instance.  

I would prefer to build 2 campaigns that work off of 1 segment rather than building 2 campaigns that work off of 2 segments.  If the below is done, this can happen.
