When I request a new  campaign in a flow, can i assume that the lead moves OUT of the original campaign and into the new one that is requested?

When requesting a new campaign in a flow, the lead will remain in the original campaign. 

Unfortunately, there also isn't a flow action that allows you to remove a lead from a campaign.  However, as a workaround, I'd recommend creating a new campaign using the "Campaign is Requested" trigger and the "Remove from flow" flow action.
