Referral Campaign Not Sending Automatic Emails

We're working on launching a referral campaign. However, while testing, we discovered the system is not sending the automatic confirmation emails when someone signs up for the campaign. We've outlined in the program which email to send in the confirmation process, and verified that all emails and programs were approved and closed, but the system still won't send the automatic email.

Any advice on what to try next?

Hey Sarah, are people who you're trying to send to already in your database (through this referral program), and currently marked as unsusbcribed? Often referrals and send to a friend are added to the database, but marked as unsubscribed since they never opted in themselves.

A few of the individuals on the list may be marked as unsubscribed, but all of the test emails we were using were active users in the database.  I'll look more into your suggestion and see if that's part of the issue.
