RCE/Analytics: Filter Program Cost by "Is Empty"

It would be great to have that filter added into the selection and allow me to filter by Program Cost Is Empty within RCE. As another option, we could have the "Program Cost Is Empty" option in the program performance report in Analytics.

Back story: I'm trying to gather a list of all my programs and view the ones that do NOT have program costs associated with them so that we can retroactively fill them out. I am able to build a very large report in Analytics, but the filters aren't powerful enough for me to do quite what I want. This is when I turn to RCE. I set up a Program Cost Analysis report and tried to filter by "Program Cost" and choose "Is Empty" but that's not one of the options, although "Is Not Empty" is. Doing "less than" won't work because it still requires a number to be in the value and therefore excludes all the programs I want to see in the list.
