Public User Name change through web service API

Hi,
We have a handful of leads where leads first and last names are being changed to 'Public User' with the Source: 'web service API' and Reason: 'SOAP API'
Is there any advice on why the name change is occuring and how to fix it?

How are you currently using the SOAP API?  Are these strings "Public" and "User" being used as defaults in your code?
