Does anyone used programs and tags extensively that it helps in reporting capability to view BU in SFDC where campaigns roll up in heirachy ?

Program Tags do not sync to SFDC Campaigns. Yes, they can assist in reporting and filtering in Marketo.

If you need that detail in SFDC, I recommend adjusting the Campaign fields to add what you need.
