Programs not showing up in Program Opportunity Analysis report in Explorer?

Hi all - I'm running a Program Opportunity Analysis report in Revenue Explorer, but not all programs are showing up to filter in the report. I thought initally this could be because they were missing period costs in the program, but after looking into that - they do in fact have some period costs assigned. I'm reviewing 2013 information and all the period costs do lie within 2013 as well. All the programs I want to analyze do also have members and successes. What could I be missing here? Thanks!

Are you using MT (Multi-Touch) filters in your report? 
Also, there is a 24 hour delay. Reports viewed today are yesterdays results.

Yes, using MT filters.
Yup! These all should be in there. We're well past the 24-hour nightly update on this one. :-/

Does you sales team allocate Contact Role to contacts for every opportuinity?
Some sales teams want to create opportuinity on accounts and therefore Opps will have no primary contact or role with the opp.
