Program Status Issues in Flow Step

We are trying to make the Flow logic:
 If "Program Status is empty"
Program New Status = Email >Sent

But, it keeps deleting the "Program status is empty" logic when I click away. I even tried deleting this campaign and starting a new one. We don't want to override anyone in the program that already has a status of "opened" or clicked". Any thoughts?

Have you tried reversing the logic?

If "Program Status Is Not Opened, Clicked"

Also, I would try if "Program Status is Not a Member", that should work as well.

Have you tried:

If "Program Status" is "Email > Not In Program" then "New Program Status" is "Email > Sent"
default choice "Do Nothing"
