Pop-up or widget campaign for selected pages

Hi, 

My requirement is to display pop-ups or widgets to any visitors coming to a specific list of pages either via organic or other traffic sources.  I tried adding this URL list to the 'Target URL' section, but the pop-up/widget is not showing up on any pages from the list. But when I added a UTM parameter to the segment under the "Include pages" option and then use the same UTM parameter against the list of pages under Target URL, the pop-up/widget shows-up.  Does that mean this UX cannot be created for organic traffic?
