Person Restrictions for Email Programs

Currently the setting Person Restrictions for smart campaigns also creates a restriction for Email Programs. There is a method to overwrite this for individual smart campaigns, but not Email Programs. This Idea is to create a place to overwrite the global setting for individual Email Programs or make this a separate feature so that Person Restrictions do not apply to email sends.
