Partition Question with List Imports

We use partitions to separate our database by geography.  I recently did a list import of contacts for our India partition. When I imported, it gave me a report for failed rows due to lead already exists in another partition and to contact our admin.  When I checked on the lead record, the person existed within the correct partition.  Any reason why we would be getting the failed row reports on these?

The error is trying to tell you that the lead already exists in another partition. When you see this error, is that lead already in another partition- or is something else happening?

The lead is in the same partition...so I was uploading to India, it said it was in a different partition, but when I clicked on the record, it was in India.
