Outlook 2013 add-in - No Marketo Buttons

When sales members install the Outlook email add-in for 2013, the install is successful and they show as active in the admin section. The Marketo buttons are not added to their ribbon and they are unable to add. Is this a 2013 issue, or is there a quick fix?
