New Client API Setup

Just signed up with Marketo Dialog Edition and I am going through implementation.  The IT team has a few questions regarding API connection to our core and it looks like we'll be charged a consulting fee from Marketo for API discussion.  Can't seem to find this fee.  Could someone point me in the right direction?
