Move smart list to different program

I would like to understand why I cannot move (drag & drop) a smart list from a program to a different program/folder. I am an admin with Full Access. Can someone explain the concept behind this and also, if possible, shed some light on moving assets between programs/folders within the same workspace.

I do not have the rationale as to why Marketo did not make that a feature. (It may have something to do with dependencies on the backend of the system). But, you should be able to clone it into a different program.

Thank you for you response @oz_platero . What you said could be the possible reason and ya I understand the process of cloning the assets across programs.
