Move people from one nurture campaign to a new nurture campaign

our company has a general nurture and we just finished our federal nurture we want to take everyone who is a federal person and move them from the general nurture and add them to the federal nurture. also after they have exhausted the general nurture content we then want all of them to go back into the general nurture but dont want anyone to receive emails they have already received from the general nurture (for those who were previously in the general nurture).
