"Member of Engagement Program" Functionality

Hi everyone, I'm hoping to get some clarity on using the member of engagement program filter. I want to exclude anyone who is a member of a few nurtures we've done. Which of the following would I use and why?

It depends on what exactly you are looking for. 

The first filter is going to give you anyone who is a member of any engagement program except one of the two you have specified. 

The second filter is going to give you anyone in the database as long as they are not a member of one of the two programs you have specified. 

Also remember that if you put multiple values in the program name field they are evaluated as OR logic. So if a person was a member of program #1 and not a member of program #2 they would be excluded under your current setup. If instead you are looking to exclude only people who are not a member of BOTH programs you would need two Member of Engagement Program filters: one for each program.
