Member of Engagement program flow choice

I have a query on the 'Member of Engagement Program' flow step choice.  I want to have a requested campaign when a lead is Marketing Suspended, that checks which engagement program a lead is a member of and pauses them in the program.  I previously had an issue with this choice that led me to believe that, for a flow step that says:
"Member of Engagement Program" true
Program:<Engagement Program Name>  New Value: Paused

The choice is only checking whether it is a member of (any) engagement program, and then it sets the lead to be paused in the Engagement Program specified.

What I need to do, is say "if it is a member of THIS engagement program, set it to Paused".

Is there any way to do this apart from requiring separate smart lists (and campaigns) for each engagement program?

Yes, your Smart list would say

Trigger: Campaign is Requested by Marketo Flow Action
Filter: Member of Engagement IS X

Flow: Set lead to Paused, Wait, Unpause

So I need a separate campaign for each engagement program.  I didn't want to have to do that, as I want to request the same program from any engagement program.  I have good reasons for doing this, as I'm using programs (not emails) in the streams and the programs are common to all of the engagement programs.

I have found a workaround but I'd much prefer it if Marketo added a better choice filter on the flow action!

What was your workaround.

Yes, you do need a separate listen campaign. It's a little hard for me to see what you really mean here, so there could be other options.

You could set a special "Call Engagement Program" that is triggered by the Cast and then requests a program's child campaign to request another program. That might require some testing and I'm not sure it's the best use of Engagements.

Simply, whay can't the Add Choice options for "Member of Engagement Program" use the same logic as "Engagement Program Cadence Changed" or any of the other Engagement filters? Rather than JUST being TRUE.

e.g.
IS,
IS NOT,
STARTS WITH,
NOT STARTS WITH,
CONTAINS,
NOT CONTAINS,
IS ANY,
