Member of a SFDC Campaign - Not in any

I am trying to identify contacts that do not belong to a SFDC Campaign who have filled in a certain form.

The only option I have is to select if they are 'In' a Campaign or 'Not in' and list all the campaigns they should be in.

Both options do not work for me. I need to be able to select 'No in any' as a value from the Person menu or 'Any' from the Campaign menu.
