Marketo campaign error - add to campaign

Does anyone know why this is happening? I have a list and some of them are assigned to a campaign, but I want the rest to be pushed to the same campaign, but an error above is coming up?

Hi David,

Any time a SFDC Campaign is linked to a program, it will want to keep in 1:1 alignment with that program--so it rejects the ability to add people via flow step. You'll either need to add those folks from the list to the program you have synced or de-sync the program from the campaign.
