Marketing Materials "Toolkit" in Salesforce w/ Marketo integration

We're trying to create a Salesforce marketing tab that integrates with marketo to showcase marketing programs usable by sales and get them to engage with the materials via a leader-board tracking their engagement.

Is there a tool, company or plugin that you know of that has helped you/ could help us implement what I have sketched out below (please don’t judge my PPT “wireframing” too harshly)? Or will this require custom development?
