Marketing Calendar Licenses

How do I issue the Marketing Calendar licenses to users? Per the link below, :After September 5th only 5 users can have free access to the marketing calendar" so I'm trying to allocate the licenses now. 

How do I navigate to the "Editing Licenses" screenshot shown in the link below?

Hi Brian,
Editing licenses will be available with the August Marketo Release. Per the recent email from Cheryl, the August release is scheduled for next Friday, August 22. So you'll have to wait until after next Friday to allocate the Calendar licenses.
