Make the right to create folders in design studio/image and file section a specific permission

On the long term, the Design Studio / images and files section tends to become very messy. Almost each new user comes there and add folder in a totally hectic way, often disregarding the existing ones.

We should be able to restrict who is entitled to create folders there, with a specific role permission.
