Is it possible to look up a user by their unique identifier that looks like identify user by mkt_tok=3RkMMJWWfF9...?

I don't think so, thats marketo tracking. If you want to look up, its best to go throuth the lead data base and get the record ID number after you make a call by email addres. An example below:
XXX is your instance and the 8 digit at the end is the unique record ID.
